From the bazaar you'll continue up to Kruje Castle, feeling the weight of the massive stone walls that successfully repelled the Ottoman Empire for decades. The Old Bazaar stalls generally open daily from around 09:00 through the afternoon and are busiest late morning. The Skanderbeg Museum inside the castle is open daily 09:00–17:00, and the castle grounds themselves can be walked at any time.

Yes. The Skanderbeg Museum tells the story of Gjergj Kastrioti (Skanderbeg), who held off the Ottoman Empire five times from this castle in the 15th century. The nearby Ethnographic Museum, set in a restored Ottoman house, shows how a wealthy Kruje family lived 200 years ago.
